The legal definition of sexual harassment has changed over the years as specific court claims have challenged its meaning and precise definition. In 1980, the Equal Employment Opportunity Commission issued guidelines concerning sexual harassment and deeming it to be a form of sexual discrimination. Prior to that, sexual discrimination was prohibited by Title VII of the Civil Rights Act. A broad definition of sexual harassment is that it concerns any actions from unwanted advances to the creation of a sexually hostile workplace environment. Further, conduct that is threatening or harassing and that is based on gender can still be legally defined as sexual harassment even if the conduct is not sexual in nature. The legal definition of sexual harassment continues to change and to evolve as its precise meaning is challenged with new court cases.
